paraphrasing says that the population must have been reduced because of the deaths so much that even though the number of reported cases is just 18,it makes a larger percentage of the R population.

last year population = 100 cases 70
death 60

this year population =40 cases if suppose 35 reported which is lesser than 70 cases reported earlier. Still percentage is more .
