D for me too.

700slave, I am not sure how u can say "can ensure" is plural. D it is because it is parallel.

can is used as both singular and plural. B is not plaralal.
"vast amounts of money" is a group so it is a singular where as "staff members" is just plural noun.
In D, "vast amounts of money" and "a large staff" both are groups.

So D is best.................

This is another example of Adjective + noun question.

All except D have problems maintaining parallelism

You need
A large staff ... vast amounts of money
(indefinite article+adj + noaun) --- adjective + noun phrase.
