(D) neither vast amounts of money nor a large staff
(E) no matter how large the staff or how vast the amount of money

Here, the word amount is common for money and staff members. You can't use "amount" for people.
(B) neither vast amounts of money nor staff members
Staff members are not quantified here. So not parallel with "vast amounts of money".
(C) neither vast amounts of money nor numbers of staff members
Again, staff members are not quantified here. So not parallel with "vast amounts of money".
(D) neither vast amounts of money nor a large staff
It should be the correct option.
(E) no matter how large the staff or how vast the amount of money
Though there is parallelism in this part, the rest of the sentence does not go with it.


I too vote for D.

(B) same mistake, 'staff members' lacks 'number of'
(C) numbers of is unidiomatic, it must be a number of members or the number of members
(E) makes no sense, because it introduces a contrast that is not given in the sentence.
(D) is the right answer, because amounts of money nor a large staff does not violate the rule of non- and countable.
