The commission made several sugestions regarding possible reponses to the recent increase in violent crime, which includes an increase in the number of unformed polic officers on the streets and instituting tougher mnimum sentences for convicted felons

D is the best. Relative pronoun-Which - has reference problems, It can not denote violent crime; So ABC are out. Between D and E, E uses a wrong idiom -an increase of - rather than -an increase in -. Secondly -an increase - is not parallel with - instituting -, though some might say it is a gerund and so equal to the noun -an increase -. At best - instituting of - may be accepted as a gerund and not just -instituting -
