This Question tests on Subjunctive case concept.
Proposed should be followed by that and ONLY a BE is allowed instead of any other form(is , are ,were , am etc.).
Hence B is right answer .

The use of word "Proposed" indicates that the above sentence is in subjunctive mood

and the format to write subjunctive mood is
Subject+ ( bossy verb)+(predicate) + that + subject + verb in the base form + object
bossy verb: Demand/ Dictate/ Recommend/ Request/ Insist/ Mandate/ Propose
Verb in the base form means: use be for is/am/are/ was/were/ have/ has/had and for any other verb
use base form of verb whether subject is singular or plural.

The highlighted modifier wrongly modifies developement. this modifier is supposed to modify park.
The use of "is" is also incorrect

B is Correct - In this sentence, which clearly modifies park; the subjunctive be correctly follows proposed that.

Hi Blackishmamba

It would still be incorrect as 'that' would be missing in the sentence. We need 'proposed that'to convey the intended meaning, 'proposed funding' changes the intended meaning.

If you need to talk about something that will happen some time in the future, you need to use a proper future tense verb for that.

The park, which will open to the public next year, is undergoing renovation.
"which clause" tells us that the park will open to the public next year.

The park, open to the public every morning, needs renovation.
Uses "open..." as a modifier for the park. It shows us the current, habitual state of the park.

The park, open to the public next year, ...
does not make sense.

The park's development, open to the public every morning, ...
does not make sense. It is not the development that is open to the public every morning.

Pronouns can refer to nouns in possessive but only when the meaning is obvious and clear. At the end of the day, it depends on what other options you have. Option (B) is better than all others in every respect so no confusion at all.

We use "that" with base form subjunctive. e.g. I propose that he be invited.
We also have "were" subjunctive for hypothetical situations. e.g. If I were the President, I would ...
