it shold be B.

E is using which to refer an Idea, that is incorrect. that would be correct
D is using correct that, but changes meaning by using lost medical expense
A and C is simply awkward.

Yup, OA is B. Just another OG forgery.

OE:

Chunk and Compare:
Compare B to C. C uses the phrase "so as to cost" which is idiomatically incorrect since "so as to" should be "so as to be".

Reread your choice:
