i pick C.

the group being considered has 2 parties ( say A and B).

each party is tryng to create difficulties for the other. (=> A is trying to create difficulties for B and likewise B for A.)

if you say "both are creating difficulties for the other..." (it is like saying both A and B are creating difficulties for some other C because the other must refer to some one other than A and B if you use "both")

What is wrong with (B)?

Correct answer can be - "C" and not "B". Rules driving the choice of whether "both" or "each" is exactly the same as keyV explained

I will go with Dharmin.
Can we generalize that
'each other' used in the case of two people and 'one another' in the case of more than two
