E.

A: which qualifies $950 million
B. a part of a deal - qualifies $950 million
C. part of a deal making - present participle at the end changes meaning; atleast there should be comma before making to introduce modifying clause

I was confused between D and E and thought E is more clear in meaning.

I'd go with E as well.

The way I rationalized E is that the "will" in E is consistent with the rest of the sentence tense.

------> "which" can't modify a whole clause "it will purchase.....million"
-->out

B) million, a part of a deal that makes
----> "makes" is not consistent with " that it will purchase ...."-->out

C) million, part of a deal making
---> "making" is a noun verb here ----> can't be correct

D) million as part of a deal to make
----> looks like " to make" is the purpose of the "purchase" ----> wrong coz "make it the largest...." is the characteristic/ achievement brought out by "a deal" --> out

E) million as part of a deal that will make
---> correct all mistakes

E it is.
