Agree with E.
'that' correctly refers to deal and also 'will' is required here.

E it is.

The sentence needs to stay || and only A/E accomplish this. However, the use of 'which' in A is incorrect

E should be the answer, There is not need for comma here hence options A, B and C are ruled out. E is a better choice as that emphasizes the importance of the deal.
