I get C
Computer software HAS the power to do something, so B and D are out.
"power to facilitate" makes it parallel with the rest of the sentence.

B and D are definetely wrong (No subject verb agreement).
A is wrong because particle 'to' is better suited in this case.
So I came to conclusion that answer should be C or E. My gut feeling tells that C sounds better.

I like A because the subject is computer software which is singular.
Which is better:
She has bags and purses or
She have bags and purses?
So A wins=)
This sentence is testing idiom not only X but also Y. A is the only one that maintains parallelism and has the correct idiom usage.

here's why-
the software does NOT exist. it will meet the study needs and have versatility or has versatility ?

GMATT73 its "have" because it refers to what the software could do in future.
"but also have the versatility and power to facilitate " modifies computer software.
