Yes, in the rare instance when we see a so-called "bossy verb" (such as "demand" followed by "that"), we'll use the subjunctive mood. For example, "Amy demanded that the deliveryman use the back door when he dropped off the gluten-free vegan pizza." (I used to work as a waiter in a pizza restaurant. When somebody would order a gluten-free vegan pizza, we would just yell "one Why Bother, please!" to the chefs.)

However, if we remove "that", there's no longer any requirement to use the subjunctive mood. It's fine to write, "Amy demanded a gluten-free pizza," or "Tim ordered his children to learn to change a tire before allowing them to ride a tricycle." All of these constructions are logical and grammatical. (Though one might take issue with Tim's unique brand of paranoid parenting.)

Most importantly, in this official problem we don't have the option of including THAT + SUBJUNCTIVE, so clearly we need to be looking elsewhere for decision points.
