I think it is A, subsitude he or him into the sentence, " to give the prize to HIM" So according to the rule HIM=Whom.

Here is the Rule

She gives the prize to whomever/whoever drew the best picture.

= She gives the prize to him + He drew the best pciture.
---> She gives the prize to whoever drew the best picture.
him + He -- whoever
him + him -- whomever
She gives the prize to whomever/whoever you recommend.
= She gives the prize to him + you recommend him
--> She gives the prizt to whomever you recommend.

I will go for B.

B... Whoever is correct.

Who is the subject pronoun, while whom is the object pronoun.

OA is B..

Whoever is the subject of the object clause whoever drew the best picture

Give the prize to 'an object'. But the object cluase contains an action, therefore a verb, and hence a subject
