It has to be between C and D!

A B and D can be taken out as costs in country X cannot be less than country Y

I choose C!

Uhm, i just give myself an example " there're more students in class A than in class B." --> this is correct ---> why not B?

this is a comparison question

The cost of producing sneakers in Country X........
........ is ten percent less than in Country Y

is the correct comparison. only B does that. Moreover, only B completes the sentence.
so B is the answer.
