A yes.

The destruction of the tropical rainforest is generally considered a major threat to the environment

Considered is a plain vanilla transitive verb

The forest officials consider the destruction to be a major threat

consider is a two place transitive verb. consider place 1 to be place 2

in GMAT land, according to ETS,

consider is more concize than consider .. to be..

consider + <noun phrase> is correct idiom

even it is right in formal english to use "consider .. to be" is right idiom it is not concize to ETS people.
