The development can't deliver anything

(B) The development of a new jumbo rocket is expected to carry the United States into
its next phase of space exploration and be able to deliver a heavier load of
instruments into orbit at a lower cost than the space shuttle.

The development can't deliver anything

C) The new development of a jumbo rocket, which is expected to carry the United
States into its next phase of space exploration, will be able to deliver a heavier
load of instruments into orbit at a lower cost than the space shuttle.

the same as previous

D) right answer

E) A newly developed jumbo rocket, which is expected to carry the United States into
its next phase of space exploration, will be able to deliver a heavier load of
instruments into orbit than the space shuttle and to cost less.

red part sounds awkward.

Stroke one: The essence of the issue is the comparison between what the new jumbo and what the space shuttle can deliver. The comparison is not between what the new jumbo can deliver and the space shuttle itself.

All choices except D, commit this fatal blunder by not accompanying the space shuttle with a matching verb.
All of them are wrong and D is correct for maintaining the comparative parallelism

It is the only choice that doesn't make an ambiguos comparison. In the rest of options, the sentences compare weight and cost with the space shuttle. Both elements are not comparable.

"Which" directly modifies rocket, so how can a rocket carry US into next phase?

"The development of... " cannot "deliver" => Eliminate A, B, C

Between choice D and E.

(D) A newly developed jumbo rocket, which is expected to carry the United States into
its next phase of space exploration, will be able to deliver a heavier load of
instruments into orbit than the space shuttle can, and at a lower cost. => Choice D have clearer meaning of parallelism and "at lower cost" is better.
(E) A newly developed jumbo rocket, which is expected to carry the United States into
its next phase of space exploration, will be able to deliver a heavier load of
instruments into orbit than the space shuttle and to cost less. (the sentence will become "rocket can cost less" => awkward)
