- wrong tense. (to be)
(B) alleged to have been worn
- correct tense. We need 'have been' to suggest the tartans are still being worn today
(C) that are worn, it was alleged.
- clumsy construction
(D) alleged as having been worn
- 'as having' is wrong
(E) that are worn, allegedly.
- 'awkward sounding'
B it is.

I was confused with (D). Can you tell me why (D) is wrong?
What is difference between "having been.." and "have been.."? Please if possible give some examples.... Thanks...

As far as I know...having been can only be used in a participle phrase ("Having been to Russia, he knew how to speak Russian)
have been is the conjugation of the verb be in the present perfect tense (started in the past and continuing in the present)
I leave the above to be corrected by the gurus! (Paul seems to be busy these days!)

'having' is a present participle, and you cannot express the time difference between two actions using the present participle and a past participle.
To express something in present prefect form, you'll need
has/have + been
