(A) that are alleged to be worn --> to be worn is not clearly modified the noun tartans the time it started to be worn and the lasting of such action to the present because of the appearance of since in the sentence (B) alleged to have been worn --> since and have been are best accompanied by each other (C) that are worn, it was alleged --> unidiomatical clauses and incorrect tense of verb was (D) alleged as having been worn --> as used after alleged seems uidiomatic (E) that are worn, allegedly --> allegedly is incorrectly and meaninglessly modified for verb worn.

B.. Correct use of the word alleged. You do not require 'that are ..'. It is meant to be used more directly as in B.

I went with B originally and then changed my response to D. I didn't know the idiomatic structure using "since."

When you see "since" -> look for present perfect tense

I chose D, but after a close reading concur with B, especially since the action of wearing tartans happened at an unspecified time before now or since antiquity(no specificity)

since clearly says answer should be B C, D, E are all out for awkward structure. highlanders have been wearing tartans since antiquity so A is also out.

Its B.
There shouldnt be any verb since WERE is already present in the statement. That leaves B and D. Present perfect is B.
