D


A, B, E out because of "they"
"twice" seems more grammatical than "double".

first of all we need it to refer a country.

second of all twice as much.... is the correct structure.

so D is the correct answer.

chetan2u what should be the OA as per u?
Bellcurve is the source and it says C.
I ticked D as, double is a verb and when comparing, we prefer twice..

Explanation by bellcurves is:

Compare C with D.
The first difference is "double" in choice C and "twice" in choice D.
There is an issue of ambiguity.
If we use "twice," then choice D could be interpreted to mean that the government will spent the money two times, which is not the intent of the sentence.
Eliminate D.
