Can you please post the OE for the second one? I cannot convince myself that B can strengthen the argument. What if there is another country that consumes 0.4 of the world's natural resources.?
Sorry, there's no OE for this one, but I'll attempt to explain. Yes, another country might consume 40% of the world's natural resources, while the States might only consume 33.3%. However, that would need you to know another piece of information which you do not have. The question asks for the best choice, and the rest simply do not match up to this option.
