E and B.

Why I chose B:
The premise is that depletion is too fast. That's a current fact. Conclusion : US should keep their consumption at present level.
D says that somewhere in the past, countries have agreed to hold. First we don't know if they have started to hold. Second, others countries can indicate that only small countries like Luxemburg or Swizerland, and may be only 2. That's not very much.
