I like the original A.
Claims to be seems the correct idiom to use, claims is is a bit of awkward. Then B seems to compare the length to a handheld computer and not its length. Though B does seems shorter.
I don't know. What is the OA?

B might have been close but has modifier issue.
other choices use incorrect usage claims is ..

I feel A holds good.

"claim to be" is a correct idiom.
However, "it" may be ambiguous.

In D, I feel "claim is" not correct.
Moreover D lacks ||sm. See below:

is the world’s smallest network digital camcorder, which is as long as a handheld computer and weighs
