claims that or claims to be is the correct usage.

When we use claims is, we broke the idiomatic expression and also we sound as if the claim is validated.

A, IMO is the answer.

I don't think there is an idiom issue here - claim is vs claims to be. Both can be used.

We need to focus on the other parts of the sentence:

A. to be the world’s smallest network digital camcorder, the length of which is that of a
handheld computer, and it weighs - it can modify handheld computer or digital camcorder - wrong

B. to be the smallest network digital camcorder in the world, which is as long as a
handheld computer, weighing

Which can be modifying either world or camcorder - the meaning is not clear. If it's not clear, then it's most likely wrong.

C. is the smallest network digital camcorder in the world, which is as long as a handheld
computer, and it weighs

Same issue as in A and B.

D. is the world’s smallest network digital camcorder, which is as long as a handheld
computer and weighs

Works for me. The which needs to modify camcorder in this sentence, or the sentence would not be logical.

E. is the world’s smallest network digital camcorder, the length of which is that of a
handheld computer, weighing

This says the handheld computer is weighing. IRather, it should be the camcorder.

claims to be is the correct idiom. claims that is a correct idiom. claim is is wrong. P 111 of MGMAT SC guide has the idiom listed. As you noted, it is possible that C D & E have other issues.

"What it claims" is -->CORRECT.. no issues
"What they claim" are -- > Correct. no sissues here too.

edit:
"What they claim" is -- > is also idiomatic
sorry it should be "Is" not "are"

2. What they claim" are -- INCORRECT because they is not the subject here. The subject is "what", which refers to "the world’s smallest network digital camcorder". "Claim", not "are", is the verb of the subject, "they".

What I meant..is
"What it claims is" - is correct usage. (idiomatic)
"What they claim is"-- (idiomatic)is also correct usage.. obviously this will not fit in this question

I will stick to A for idiom issue. claims to be is the right idiom.
