The electronics company has unveiled what it claims to be the world’s smallest network digital camcorder, the length of which is that of a handheld computer, and it weighs less than 11 ounces. A report by the American Academy for the Advancement of Science has concluded that much of the currently uncontrolled dioxins to which North Americans are exposed comes from the incineration of wastes.

In this problem, the answer is given as E. As per my knowledge, any occurence of "which" should be preceeded by a comma. In E, "to which" is not preceeded by a comma. Doesn't that make E incorrect?

"Which" is only preceded by comma when it introduces a subordinate clause and this is not the case here. "Which" here is a pronoun, not a wh-word.
