IMO B..


one chance in a million sounds better..of causing

C.. it dord not have an antecdent..

For B.
"of causing" goes well with the sentence.
control toxic substances that present <even a little chance> of causing cancer.

"substances" are plural, so D and E are out.

(B) is best because of the idiom of causing~
