Why is the answer B not A? Does A have any errors ?

A) could seriously impact on industralized... is wrong. Could seriously impact industralized... is right.

Further, 'impede the possibility' is wrong.
you don't say that "I blocked (impeded) the possibility."
The better usage is "I decreased(diminished) the possibility."
