(D) Any discussion of day care must begin by acknowledging the fact that there exists
(E) To begin a discussion of day care there must be an acknowledgment of the fact that

D has the correct grammar and it's most concise.

i pick C since women is plural and "the fact that" is most idiomatic, everything else sounds awkward

....of the fact that in America four and one-half million working women whose children under six years of age are being cared for by others.

"are being care for by others" is for "children under six years of age" , not for "working women" --> we need a verb for "working women".

"are being care for by others" is for "children under six years of age" , not for "working women" --> we need a verb for "working women".


Now it makes sense why E is incorrect. So the only solution is one which provied proper verb to wroking women, so that later verb "are" is meant for child...only. Is it?

All besides C & D are too wordy or simply incorrect. B/w C & D, D uses incorrect grammar; 'exists' cannot stand for 'women'. We need 'exist'. Hence, by POE, answer is C.

It is combo of logic and grammar,
all the answers other than D doesnt make sense if put and read with the whole sentence,
we can only acknowledge the fact... and "acknowledging" is properly used to open the discussion
