An easy A.
Basically the question about Idioms and I really doubt whether these types of questions are still asked in test.
Prohibit X from Y.
Forbid x to y.
"and also" is redundant.

There are 2 Idioms on this questions:

1. Both X & Y (which eliminates B & D)
2. Prohibit X from Y (which eliminates C & E)
