this is a classical case of future in past tense - 'would' construction perfect for such situations

E used 'would' correctly while maintaining parallel structure

Also E option has correct parallel structure Z that X & that Y,
other options lack above structure or have tense error.

The sentence is written in past tense telling about the future. E fulfills this criteria and is also parallel.

Federal rules....were established to ensure that patients would be warned of......and that an independent panel would.......

Choice D is wrong as it is not parallel. ‘that’ is missing.
Choice ‘E’ is correct as it uses parallel structure and ‘ would’

C is wrong in tense. The non-underlined part is the past simple tense with "were established". So, the tense after that also agree in past. Only "would" and "must" are acceptable. Base on the meaning, "ensure" make sense to report the future tense rather than simple tense. In past, future tense will become hypothetical. "would" is okay

Note, never combine "present tense" with "hypothetical would" or "past tense" with "future will". This is rule.

There are multiple splits to eliminate answer choices.

"must" is redundant as we have the verb "ensure."

1. "established to ensure that P and Q" - P & Q should be parallel. Eliminate A, B, D.

"evaluate the experiment before it was conducted."
Would is used when a sentence talks about the future in past tense.
"Was" at the end of the sentence suggests that the sentence is speaking in past tense rather than the present.
Eliminate C.

E is correct.

There are often more prominent splits than idioms.
"Warned of" is more formal than "warned about"
