subject- ''the fifties''...needs a PLURAL verb...
appear...B, d AND e ARE INCORRECT
the use of ' THAT THEY WERE' in C is not convincing

I'd go with A
fifties have been a time of considerable achievement in the arts and still is today
"that" in C is uncessarily wordy and B's verb "appears" has improper third person singular conjugation

Definetly a Hard One:
The fifties are plural, appear should be without an s and in a plural form,
B, D and E are OUT because they use a singular form of appears.
A uses the present prefect because of now and indicates an Action that started in the past and continuing in the present,
A is the correct Answer.

and what about "C"?
"fifties ARE a time" (like Democrats are a party) - so rule out B, D, E
then the tenses - "to have been" or "were"?
The former "indicates an Action that started in the past and continuing in the present", but I think that since "fifties" is a limited period, the fifties just "are a time" or "were a time" or "will be a time" - the Action "to be" cannot last.
so i choose "C" despite of the fact that in general
"appear to be" sounds more idiomatic than "appear that are"

Except E all have verb problems.
The fifties is singular. Need appear(s) instead of appear.
A B C all have the same problem
D has a idiom problem. It should be "appears to be" rather than "appears as"

So The fifties has to be singular.

What is the OA?
The modifying phrase in E is certainly not very clear (by GMAT standards). Note also that the pronoun "their" is used in all other choices (implying plural for Fifties).

OA is A.
Here, the fifties refers to the period of years between 50 and 59 in any century (probably between 1950 and 1959 in this question); thus, it's a plural (as evident in "their") - D and E out because of "appears"
FOR ALL is an idiomatic expression, meaning "despite". B out.
Between A and C, I personally think the choice C is better and clearer, but the author of this question doesn't agree with me. Sorry, I don't have OE.
