Shouldn't it be C.
The question asks what assumption government depends on. The critical is word government. Government proposed the program and thinks that education problem constitutes national thread. The opponents say that it does not, but goverment does not assume that.

I will go with C. The question asks the assumption on whic the govt. depends. Govt thinks that it is a threat so it proposed the idea. However , the idea maynot have been passed by the parliament coz these probs donot constitue a direct threat.
The main point to note is that the assumption of govt. is being asked.
