Choice A make the sentence have clearer meanings that the cost is reduced by the Federal communication's recent telephone rate cuts.

In b, is it porssible that "by the Federal Communication Commission's telephone rate cuts" modifies long-distant calls , not reduced? or ambiguous ?

This can be the reason that b isn't the answer?
