Are you sure the OA is A? A is such a jumbled mess, and if nothing else, "yet being still low enough" is horrible. B is the only choice which is grammatical.

The original says - housing prices in counties - while choices B and E say housing prices of counties, as if the counties themselves are up for sale. Wrong intent and so let’s drop them. C and D – Where is the mention of counties in the choices? What a miss? A.is what is left out; We have to accept it grudgingly as the tolerable among the bads, although the sore created by the expression yet, being, still, low and enough is hard to heal

isnt "some of them at significant rates" modifying 'counties' in A??? Please correct me if am wrong....

Why is "of counties" wrong?
And even if it is, I would argue that it's a far less significant error than the crime against English that is the original sentence.
