(D) it is .... seems to be very clear.
(E) is wrong because 'perpetuating by' is not the correct usage. Rather it should be 'perpetuated by' and hence (D).
A,B and C are out because they dont fit into the 'present tense' context.

D) "...language variations originating from..." (active) and "...perpetuated by..." (passive) the 1st verb "orginate" needs to be a present participle and the 2nd verb "perpetuate" a past participle to show the active/passive funktion.

IMO B) is out because "originate" and "perpetuate" would modifiy "variiations" but we need to modify "language variations". moreover i think that the "that" should be in front of "perpetuate" as well. but thats not the point. i think more imortant is the former.
