this is a variation of the Brutal SC railroad question.

A is wrong because which is improperly used.
B is wrong because of an unnecessary THAT. "originated from ..." already modifies "language variations"
C is wrong because the voice is wrong. languages variations performs the action so it is in ACTIVE voice. It should be "language variations originating from...." Notice that this is not a TENSE concept.
D correct use of active and passive voices.
E. perpetuating by should be perpetuaded by (passive voice because the action is being done on the language variations here)

(B) that originated from diverse ethnic and cultural heritages and perpetuated – are there no more variations????
(C) originated from diverse ethnic and cultural heritages and perpetuated –Context is changed.
(D) originating from diverse ethnic and cultural heritages and perpetuated – Verb Tense
(E) originating from diverse ethnic and cultural heritages and perpetuating - Verb Tense

B - seems to say that there are no more variations
C - context is changed.
D & E - Verb Tense, use of "ing"

Hence A is the answer.

B is wrong because languages that - talks about a specific set of languages . which is wrong.

(C) originated from diverse ethnic and cultural heritages and perpetuated
My Answer was : C though "were" would have been better and were perpetuated .

(D) originating from diverse ethnic and cultural heritages and perpetuated
I Think "ing" is wrong over here ( unless preceeded by a comman - participle )

what is the OE ?

B option changes the original meaning of the sentence.

Originated from tells us that language variations originated and process is finished but the original sentence does not mean that so B is wrong.

IMO problem with B is not 'that' but past teanse. Its giving a definition of regional dialects. Its a kind of fact & we never use past tense for facts & Universal Truths.
