The construction should be ( Noun-P - Noun phrase )

The increased popularity and availability of televisions has + led to + Noun-P A, Noun-P B + and + Noun-P C

Noun-P A = the decline of regional dialects
Noun-P B = language variations
Noun-P C = Missing
But The phrase after "cultural heritages" can correspond to the auxilary verb "has" meaning "increased popularity" has perpetuated by geographic isolation. This is very awkward
None of the choices have "and" sperating all the nouns.
B looks Best but also lacks "and" between Noun-P A and Noun-P B

I strongly believe that everything after "language variations" should modify "regional dialects and languge variations"
I feel this sentence is at high difficulty level.

i thought it's C.

originated // perpetuated.

the second phrase explains the first one in this case does not need the conjunction that or which.

but why originating and perpetuated ? is this correct?

I believe the only reason to choose D is that it is concise.

Noun language variations is modified by a gerund phrase "originating from diverse ethnic and cultural heritages"
and
a participle phrase "perpetuated by geographic isolation."

This acceptable. Similar example can be found in the most famous SC about

yes...D is the answer, I wasnt reading carefully.

it is basically high level of parallelism.

(which) originated from....

(which) were perpetuated by....

so it becomes originating from and perpetuated by
