"levels" is plural so you need to have the plural past version of "to be" which is "were".

Can you please tell what does it mean by "levels of financing" ?

what does "levels" means here ?

In this case it means a large amount of borrowing (money). Financing usually means borrowing money.

banks took loans or bank offered loans ?

IMO B

from Florence example it is clear about the levels of financing, like making deposits, giving loans, performing other activities which banks do, etc.
