B & D distort the meaning..
E is improper....
What about C?...why cant it be correct? am going with C

I will go with C.

'Similar to..' is the right construction and this leaves us with choices C and D.

D has both that and which together...unsure if this is ok.

the sentence flow in C is 'similar....to what happened elsewhere' and sounds right.

I think that the answer is D. We need to be on the look out for a correct comparison.

We're comparing a defiance [a reaction, noun] in one situation to the defiance in a different situation, and are finding the reactions similar. All other choices distort the meaning.
