A is out for the ambiguous "it" ( don't know if it points to the agreement or the attrition"
C is out because "by providing" looks like an action conducted by the attrition.
D is the most evil! "their" does not really have antecedent ( coz it does not make sense that "their" modifies "staff reductions" ) . Furthermore, the original meaning is distorted.
E distorted the intended meaning. What "provides ...." is the "agreement", not the "attrition".

B looks fine and corrects all the above errors.

Agree with B.
B clearly refers to the speeding up of attrition process and is most clear in meaning.
