The labor agreement permits staff reductions through attrition with increased pension benefits and a special early-retirement program for speeding it up.

(A) attrition with increased pension benefits and a special early-retirement program for speeding it up => attrition with increased benefits => changes meaning

(B) attrition and provides increased pension benefits and a special early-retirement program to speed the attrition process

(C) attrition, which will be speeded up by providing increased pension benefits and a special early-retirement program => which what ??

(D) attrition, which, by their providing increased pension benefits and a special early-retirement program, will speed the process => awkward construction

(E) attrition, which provides increased pension benefits and a special early-retirement program for speeding the attrition process => which what ??

B is the Best fit ( thought it would go better with "speed up")

My take is C

I think B slightly changes the meaning as it suggests that agreement provides the benfits and retirement program to speed the attrition.
though the actual sentence suggests that attrition process can be speeded up by the benefits and program which is being permitted by agreement.

(A) attrition with increased pension benefits and a special early-retirement program for speeding it up
(B) attrition and provides increased pension benefits and a special early-retirement program to speed the attrition process
(C) attrition, which will be speeded up by providing increased pension benefits and a special early-retirement program – Misplaced Modifier.
(D) attrition, which, by their providing increased pension benefits and a special early-retirement program, will speed the process – Misplaced Modifier.
(E) attrition, which provides increased pension benefits and a special early-retirement program for speeding the attrition process – Misplaced Modifier.

C,D & E - Eliminate - Misplaced Modifier. It modifies attrition and the sentence talks about the labour agreement. Hence changes the context.

Left with A & B
A is eliminated Usage of "it" in the sentence is not clear. We donot know whom does it refer to agreement or attrition.

Hence B is the answer.

The labor agreement permits staff reductions through attrition with increased pension benefits and a special early-retirement program for speeding it up.
(A) attrition with increased pension benefits and a special early-retirement program for speeding it up
it have no clear reference
(B) attrition and provides increased pension benefits and a special early-retirement program to speed the attrition process
correct
(C) attrition, which will be speeded up by providing increased pension benefits and a special early-retirement program
i think its is not the case of misplaced modifier..which clearly refers to attrition.....the sentence is not parallel and passive...
(D) attrition, which, by their providing increased pension benefits and a special early-retirement program, will speed the process
awkward
(E) attrition, which provides increased pension benefits and a special early-retirement program for speeding the attrition process
attrtion will not provide anything...
