is it D ???

I had to look up the word "attrition" in order to understand the sentence. Option D sounds right to me among the others.

I think B is the best one.

there are my thoughts.
A, E, "for speeding" is not as good as "to speed"
D, "by their providing" not comfortable
C, "be speeded up" seems awkward with the first half of the sentence.
