indeed D is the right answer. Still, could someone explain why "of using" in this case have to be parallel to "of having" ?

Do you think this sc is from gmat-prep? when searching i've found it in 1000-verbal, which is advised not to be within standard. The OA is too wierd. Plz confirm the source otherwise it should not be post here.

Is that "the police" here should be considered a singular and B, C, D, E therefore should be all rejected?

Nope. Police is plural. Look at the un-underlined part at the end using a plural pronoun 'their'. You can not reject BCDE on that count. It is a test of //ism. D is the answer.

I do have to say that this questions looks a bit sleazy and i doubt that it is a gmatprep question.

The Usage of ' and then' makes the question lack its credibility. The reason being both of them are taking place at different instances and are thus should not be parallel in nature. Moreover,
'and then of using' doesn't seem to be a proper usage .

I did choose D . But i strongly believe that all the answer choices are awkward. :writer

Totally different type of question.. Not something you expect from GMAT prep... Neways D for me...

parallelism requires us to go for using... Eliminate A,B,C
E is a bit awkward... Passive... so D...
