I pick B. There would be a rapid decrease in industrial discharges of lead due to the new legislation but it would take some time for new automobiles that run on unleaded gas to enter the market.

B. The new legislation went into affect in 1975, but most of the decline it says happened before 1976, and infact around 1980, so this provides a plausibility that maybe it wasnt the legislation that caused this decline.
