Idioms and parallelism are what being tested in this q.
The idiom ...as much....as ... is how it is correctly used and based on that construction the original sentence begins by saying "as much by degrading air quality"
The words in red requires the next verb that comes after as to be in the same tense and that by be before the verb...i.e as by destroying.
