IMO it's B for proper usage of tenses.

A. "attacks as dated" is incorrect... "test attacked as dated and biased" is better
B. the test has recently been attacked as blah and blah (may be even still attacked) and is finally being revised as a consequence...
C. is finally under revision for receiving much recent attack as dated and culturally biased
this seems like attack is dated and biased...
D. was finally revised recently because it is being attacked as dated and culturally biased
this is incorrect tense... it was revised, but it is still attacked... incorrect
E. again, attacks are as dated and biased.
my choice is B

B is the best choice and also conveys the meaning in the best manner.

A, C and E are saying that attacks are dated and culturally biased. They are out.
D uses "was" with recently and the sentence continues ".. is being attacked.." . Not parallel with tenses. D is out as well.

B is the correct answer ...
there are 2 ideas , one is the attacks and the other is the revision , both of which are equally important
so, "and" is the right conjuction for this context to speak about such ideas ...
