(B) glaciers are not the cold, dry polar regions but the cool, moist middle latitudes [hold it]

(C) glaciers are the cool, moist middle latitudes rather than the cold, dry polar regions [hold it]

(D) glaciers, instead of being the cold, dry polar regions, would be the cool, moist middle latitudes [instead of being + would be – verbose – eliminate it]

(C) glaciers are the cool, moist middle latitudes rather than the cold, dry polar regions-> the rest of the sentence changes the meaning, thus eliminate it

(D) glaciers, instead of being the cold, dry polar regions, would be the cool, moist middle latitudes-> sounds passive

(E) glaciers are, instead of the cold, dry polar regions, rather the cool, moist middle latitudeex usage of instead and rather makes the sentence ackward

B and C .. choice is clear.
In C is modifying polar region,which is incorrect...where should modify latitude.

+1 for B. By POE got down to B and D. Since D uses "instead of being" so B becomes the choice

As already pointed out, juxtaposing ‘polar regions", and ‘where’ tends to seriously distort the intended meaning via misplaced modification.; in addition, and more glaringly, the superlative degree ‘the most’ cannot go with the comparative – degree marker ‘than’.
