1. are that training is insufficient, reference materials unhelpful, and the inordinate amount of time involved in switching from the old system to the new
2. are that training is insufficient, reference materials unhelpful, and the inordinate amount of time to switch between the old and new systems
3. concern insufficient training, unhelpful reference materials, and the inordinate amount of time involved in switching from the old system to the new
4. are that training is insufficient, reference materials that are unhelpful, and it takes an inordinate amount of time to switch from the old system to the new
5. are insufficient training, unhelpful reference materials, and switching from the old system to the new takes an inordinate amount of time.

The answer, in this case, has to be (C). POE will be able to lead you down to C alone. This question tests the knowledge of comparison and parallelism. Everytime a list is shown, you'll need to make sure the entire list is parallel in every grammatical aspect, including but not limited to pronouns, verbs (participle and active), etc.
1. is not in the parallel format. Reason is as follows: "training is insufficient" is a perfect stand-alone sentence, but "references materials unhelpful" is not a stand-alone sentence; therefore, this creates the problem in parallelism. Ask yourself, can you write "references materials unhelpful" as a complete sentence? The answer is no; therefore, it's not parallel to "training is insufficient", which can be a complete sentence all by itself.

2. repeats the same error as explained in 1.
3. "concern insufficient training, unhelpful reference materials, and the inordinate amount of time involved in switching from the old system to the new" are all parallel to each other. Every item in this list are all incomplete sentences (the word "involved" in the last reason is a participle, not an active verb)
4. "are that training is insufficient, reference materials that are unhelpful" - just these 2 reasons alone create a problem. The correct way of repeating the word "that" in this list is if you say "are that training is insufficient, that reference materials are unhelpful". The word "that" begins the first reason, you cannot have the word "that" in the middle of the second reason. In addition to this error, the last reason beings with "it takes an ordinate amount...", which is not parallel to the way that the reasons are listed prior to it.
5. the last reason listed in this answer choice is not parallel to how the reasons are listed in the first two reasons. The last reason is a complete, stand-alone sentece, whereas the two prior to it are not stand-alone reasons. This causes the parallel problem, just as it did for answers 1 and 2.
