Debated over D & E, finally picked D.....reason: flow meets demand seems more appropriate than source meeting demand in choice E

IMO C

(A) is awkward

(B) meets & overloading don't match

(D) "but a flow that meets demand" changes the meaning of the sentence and seems to suggest that the "constant flow" does not meet demand.

(E) The most vexing problem ... is how to achieve VS The most vexing problem ... is how a constant flow

I say C as well. I dont like the word "but" in choice D
