"E" for me....however, "E" makes it sound like "an area" refers to the "Southern Africa" instead of Nambi desert. It is fine ,however, but not sure if that's what the original sentence was meaning.

I picked (E) over (C) because in (C), "where" clearly refers to "SA" and thus this choice is wrong.

create vs creates --> need the plural form since the item creating the steady thermal inversion is the plural currents.
(B) is out.
(C) which uses the present perfect is inappropriate here as we are not comparing two actions with two different times.
Between (A), (D) and (E), (E) lacks the joiner 'and' and this makes the preceding sentence modify 'southwest coast of Southern Africa' appropriately.
E for me.
