I think you need to have a parallel here for "to make" and "to understand" so that B,C,D,E are all out because they dont follow it through, leaving only A.

B is following the parallelism,
I think it is wrong because:
In this 'which' refers to the subject(more precise measurements)
'which (X) to enable them' is incorrect
which will enable them is appropriate here as reflected in A.

One issue?
is more and more precise measurement correct form here. Please comment!
Isn't 'more' sufficient in here?

A sounds clear and concise. 'more and more' and 'hoping to enable them...' sounds wordy (B) in comparison with A

Let's fit option C and re-read the entire sentence.

The Near Earth Asteroid Rendezvous (NEAR) spacecraft will orbit the asteroid Eros
for a year, slowly moving closer to the surface of the object for making ever more
precise measurements, and scientists hope that they will
be able to
understand how the solar system formed some four billion years ago.

By doing so, we are creating two independent clauses connected by and (independent
because subjects of each of these clauses are different). So, this changes the meaning
of the original sentence. Second issue with option 'C" is the usage of "for + verb-ing"
In only one instance, such a construction is right - when that usage is idiomatic.

So, C is wrong.
