I think the author employs "all". So the reverse of "all" is none / no-one. And "A" employs that reasoning
A. Most bills that have not been supported by even one leader of a major party have not been passed into law ---> the bold part means supported by NONE
E is wrong since it is the logical negative of what we are looking for.

Seems like a tough one to me. Reason I thought C - to pass into law, it needs endorsement from all major parties, which oppose the bill so it would faill
